GENERAL INSTRUCTIONS FOR THE GUIDANCE OF THE CENTRE SUPERINTENDENT

1. All arrangements and recognition of online/offline examination centre of the conduct of entrance test and academic (year/semester) examination to be help by the university shall be made by the examination controller in accordance with such direction, which may be issued by the academic council of the university.

2. Examination controller with the approval of the academic council can change the examination mode of year/semester.

(i) The examination controller shall prepare and duly publish program for the conduct of examination specifying the date of each examination and the last dates by which application and fee for the examination shall be submitted by the intending examinees.

(ii) The board of management shall in consultation with the head of the institution appoint superintendent and assistant superintendent, if any for the examination centre and shall issue instructions for their guidance as per ordinance.

3. The examination controller may on the recommendation of the centre superintendent appoint an alternative person to write-down answer to question at the examination on behalf of an examinee who is unable to write by himself/herself on account on severe short sightedness or sudden illness (must be supported by a certificate issued by a medical officer), provided that such an alternative person is possessing qualification at least one class lower than the examinee concerned.

Filling and submission of exam form will be mandatory. The student will be responsible for applying in the required format in order to give the test. A photocopy of the mark sheets from the previous semester final exams, along with any other required certificates and examination fees, should be submitted with the application. On the day, time, and at the location that the university may designate from time to time, the application must be sent in through the principal or dean of the concerned department.

4. The Superintendent of the Examination shall be personally responsible for the safe custody of question papers and the answer books sent to him and shall render to the university office with complete account of used and unused question papers and answer books/sheets.

5. The Superintendent shall supervise the work of invigilators working under him and shall conduct the examination strictly according to the instructions issued to him by the university.

6. The Superintendent of the Examination shall, whenever necessary send a confidential report to the Examination Controller about the conduct of Examination, mentioning there in the performance of the invigilators and the general behavior of the examinees. He shall send a daily report on the proforma related to number of examinees attending each examination, absentees roll numbers and such other information relating to the examination, being held at the center as may be considered necessary, along with any other matter which he thinks fit to be brought to the notice of the university.

7. The Centre Superintendent shall have the power to expel an examinee, from examination on subsequent days, on any of the following grounds:

a: That the examinee creates a nuisance or serious disturbance at the Examination centre.

b: That the examinee shows a seriously aggressive attitude towards an invigilator or a Member of the staff entrusted with the examination work.

c: If necessary, the Superintendent of examination may get police assistance. Where a candidate is expelled from examination the Examination Controller should be informed immediately.

8. Unless otherwise directed, only teachers of university teaching department shall be appointed as invigilators by the Superintendent, provided that a teacher of the subject of the written examination at any session may not be an invigilator at such session of the examination.

9. It shall be the duty of the centre Superintendent to ensure that an examinee is the same person who had filled in the application for appearing at the examination. It shall be the duty of the Centre Superintendent to see that on each day on which a candidate appears in the examination his signature is obtained on the form and to make sure that it tallies with the one already on it.

10. The printed copies of the question papers in sealed covers will be sent to the Centre Superintendent few days before the day fixed for examination (or if necessary on the same day of the examination concerned). The Superintendent of examination centre should observe carefully and satisfy himself / herself that the secrecy of question papers has not been jeopardized. In case of doubt, he/she shall make a report to the University immediately. The sealed packet of question papers shall be opened in the presence of at least two Invigilators and they shall sign and issue a certificate in the form prescribed about the intactness of the seals of question- papers.

11. The examinees will enter the examination halls without books, papers, chits, bags. Electronic devices and unauthorized materials etc. are strictly forbidden in reference to any kind. Communication in any manner with each other during the examination is strictly prohibited. In order to enforce this, it will be necessary to procure the services of sufficient number of suitable persons to assist the Superintendent of Examination. Normally there may be two invigilators for every room consisting not less than 30 students. In bigger hall, accommodating large number of students, the general ratio of invigilators can be 20:1. An Assistant Superintendent may be appointed provided the number of candidates for examination is more than 300. In special circumstances prior approval of the University be obtained for increasing the number of invigilators/ Assistant Superintendents.

12. Care should be taken in the seating arrangements of the examinees to prevent collusion. It can be so arranged, that examinees for one and the same examination should not be allowed to sit next to each other, and sufficient space should be left between the examinees so as to avoid any unfair practice.

13. Examinees should be asked to write the correct name of examination, subject and paper with optional if any at which they are appearing. Special care should be taken to see that the examinees write their Roll Numbers both in Figures and in Words. Writing of Enrolment Number is also essential. The Roll Number, Enrolment Number, Registration Number written by the examinees must be checked by the Invigilators. He/she should put his/her initials on the cover page of the answer books against the Roll Number.

14. The answer books to be used by the examinees at the centre will be sent separately. The Centre Superintendent will notice that these are of two kinds: "Main" having 24 Pages and "Supplementary" having 8 pages. He shall see that each examinee is provided with the main answer book at the commencement of the examination for all the papers. The examinees be instructed that they must not write their names or put their signature on any part of the answer-book.

15. Superintendent of Examination shall instruct all invigilators to ensure biometric photo and aadhaar verification of examinees through university mobile application authorized exclusively for this purpose. Invigilators must also ensure that biometric attendance of examinees is properly recorded. He should make entry of serial number of answer books through same mobile application. Superintendent of examination should follow this practice in every examination.

16. The Superintendent of examinations shall affix the seal of the Code Number of on the upper right side of the cover page of each answer-book. In addition to this as a measure of check against malpractice, secrecy mark of the University i.e. S.K.U. Seal shall be put by him/her on each day of examination at a separate place on the cover page to be decided by him. The secrecy mark should be affixed both on the main and supplementary answer-books. At the end of a particular examination specimen of S.K.U. seal marked at different places, date-wise, may please be forwarded to the Deputy Registrar (Confidential) in a confidential cover.

17. It is desired that Centre Superintendent will please instruct all the students (i) not to put signature or Roll No. on the last page of the answer-books and (ii) not to write anything on reverse side of the cover page of the answer-books.

18. Unless instructed otherwise, the answer must be written on both sides of the leaves. No paper of any kind from outside shall be inserted in the answer-books, except that supplied by the centre-superintendent and no portion of the answer-books supplied to the examinees be torn out or detached from it. In fact no such paper should be carried to the examination hall by the examinees. If an examinee wishes to cancel any part of answers, he may do so by drawing distinct lines across it. No answer should be written on the reverse side of the cover page.

19. After finishing the main answer-book (of 24 pages), if any examinee, who is answering one and the same paper needs a supplementary answer-book (of 8 pages) may be supplied and both the "Main" and the "Supplementary" answer books should be stitched/tagged together as soon as the supplementary answer-book is issued. The invigilators shall keep a record of supplementary answer books issued to each candidate in the Daily Diary and the Superintendent shall forward the same to the University as soon as the examination is over.

The examinee will himself/herself write on the cover of the Main answer-books of the number the supplementary answer-books used by him/her in the paper concerned. The invigilators shall also check the entries made by the examinee and countersign the same. This is essential to avoid any possible mistake or omission. He/she shall put the date also with his/her signature. It is seen that this is not done generally but this should be followed strictly.

20. All answer-books at the examination centre should be collected, checked and duly arranged according to roll numbers. It should be kept in a parcel duly sealed immediately after the examination. The parcel should be dispatched to the University Confidential Department on the day on which the paper is held.

21. While forwarding the answer-books to the University the roll number of the answer-books may be mentioned in the forwarding letter. The total number of answer-books should tally with the total number of Roll Numbers in the forwarding letter. The roll numbers of the candidates absent in the paper and roll numbers of those candidates who were found using unfair means and other answer books being sent to the University may also be mentioned separately in the forwarding letter clearly, to avoid any confusion at a later stage.

22.

(a) The Memo, Forms and dockets showing Roll Numbers of the students present, absent and who have used unfair means be prepared and sent to the confidential department along with the copy of question paper with correction if any attached thereto.

(b) The packet/bundle of answer-books for being sent to examiners should first be wrapped with brown paper and then it should be taped with sutli and seal be put on the joints. Thereafter the bundle be wrapped with cloth (and not in gunny bag or brown paper etc.) and should be properly sealed at all appropriate places. No answer-book be sent in envelopes.

(c) No address of any kind be mentioned on packets/bundles except that in the corner the Code No. of the question paper, date of examination be given and the seal of the examination centre be put as follows:

23. It is necessary for superintendent to be connected by telephones so that the contact may be easy in all emergencies, this should also be taken to care that the telephones are attended during the examination session by some responsible official. The Registrar/ Dy, Registrar and Assistant Registrars (Conf./Exams) will be available at their office on phone numbers as noted below:

24. No candidate shall be allowed to appear at the examination without possessing Admission Card. If any candidate enters the examination room without his/her admission card, he/she should be allowed to sit only after identification and on issuing him/her a duplicate admission card. When the examinations are in progress and when the admission card is lost by a candidate, a duplicate admission card can be issued by the centre Superintendent after proper identification of the candidate. The fee for Duplicate Admission card is fixed Rs…….. which should be charged from the student and sent to the University. His/her name and roll number can be verified from the Roll List. Witness of some other candidates who know him/her can also be recorded. Blank Duplicate Admission cards will be supplied to Centre Superintendent by the University. After the examinations are over the remaining blank admission cards along with the fees realized, may be returned to the Registrar, Shri Krishna University, Chhatarpur.

25. The abstract application forms including Attendance Sheets of the candidates will be provided to the superintendent for obtaining their signatures in token of their attendance in each paper. The centre superintendent shall see that each examinee is identified properly from the photograph affixed on the admission card with his/her specimen signatures given on the abstract application forms and he/she shall procure signature of the candidates on each day of examination in the space provided for. These attendance sheets are also to be countersigned in the presence of the candidate either by Assistant Superintendent or by some other responsible person assisting the Centre Superintendent in conduct of examination. These abstract application forms, in which the attendance of examinees is recorded, should be returned to the Confidential Section of the University, positively as soon as the examinations are over.

26. No examinee shall, after the question papers have been distributed, be allowed to return the answer books and finally leave the examination hall, before the expiry of at least one hour, nor shall an examinee be allowed entry to the examination hall after the expiry of half an hour after the start of the examination.

27. After the expiry of the one hour, examinees desirous of leaving the examination hall temporarily shall be permitted to do so for a maximum period of five minutes. The absence shall be recorded and if the examinee fails to return within this time of 5 minutes, he/she shall not be permitted to enter the examination hall unless he/she gives some convincing explanation.

28. The cases of those candidates found using unfair means during the examination (i.e. answer-books, report forms, unfair means material etc.) should not be kept in the bundle of answer-books of examination but they should be sent separately to the university and on the covers super scribed "UNFAIR MEANS CASES" in bold letters. The case of the use of unfair means at the examination as reported by the superintendent along with the report of the examiner shall be examined by a committee to be appointed by the vice chancellor every year.

29. All cases of the Use of Unfair Means, Misconduct shall be dealt with by the Superintendent of examination as per provisions and procedure laid down in Ordinance No. 4 and 5. A register of all such cases be maintained in the form given below and a consolidated statement of the same be sent to the University confidential section immediately after the end of each examination. The forms of reporting the cases of use of unfair means will be sent to the Centre separately.

While sending consolidated list of such cases to the University Confidential section lists should be prepared examination-wise separately.

30. Centre Superintendent will receive separate answer-books which should be given to these examinees who are caught using unfair means during examination. This answer-book is to be treated as a second answer-book for unfair means cases only.

31. Instructions for Unfair Means Report Form

(i) The invigilators must record their report in clear words in Column III.

(ii) The examinee's statement must be obtained with signature in the second answer-book.

(iii) The Centre Superintendent must provide comments about each case in Column IV.

(iv) Material seized from the examinee must have:

  • Signatures of the invigilators and centre superintendent
  • Rubber seal of the centre number on the material

32. As regards point (iv) of the above paragraph, it is observed in previous years that the examinees have written points concerning the subject/paper either on their palm or on some portion of their body or on the clothes, in such cases, only sending of such a report is not sufficient. The Centre superintendent and the invigilators should as far as possible reproduce the matter found written on the palm or body of the examinee or on any part of the clothes of the examinee verbatim on a separate sheet of paper on which the signature of the examinee be obtained. The invigilators concerned and the centre superintendent should also countersign that paper send along with the case to the University confidential section.

33. The University may appoint flying squad to see that the conduct of the examinations is strictly according to the rule and procedure laid down. The Centre superintendents are requested to render all the necessary help to them and access to every room where examinees are seated.

The flying squad can discuss the arrangements with the centre superintendent and give their suggestions to him/her. They will make a report to the Registrar direct and can also give a copy of it to the centre superintendent on the spot if they like. In the event of the flying squad pointing out such serious breach of rules or procedure, the Vice-Chancellor may take action immediately as he/she may deem fit.

34. If any emergency not covered by these Rules or Ordinance No. 5 the Centre Superintendent shall act on his/her own responsibility and report the action taken by him/her for the information to the University confidential section / Registrar.
